Flak Jacket is pretty much obsolete now, IMO. Not only does Thick Skin (a cheap tier 1 skill) give the HBV as much armor as the Flak Jacket, but the Crook perk deck grants it significant bonuses to dodge. Most people seem to be gravitating to the LBV because of the extra dodge, but in practice, I think the HBV offers more protection while only.

For the most part I use ictv but I don't know which is best. I enjoy LBV more. It has sufficient surviveability, and better everything else. The heaviest you can get. Since armor=health in Stoic it's better to have more health. Any of them work, some are better than others though. I would recommend LBV, HBV or ICTV. And no suit.
